Stream 2

During the 2019/20 reform consultations, the IPPF Member Associations expressed a desire for a dynamic and strategic funding stream. The result is Stream 2 of the IPPF Resource Allocation Model. It is also known as the Strategic Fund.

The purpose of the Strategic Fund is to support MA initiatives in the areas of the Strategic Framework that require additional investment and focus and that will help IPPF deliver its global outcomes.

The stream is separated into five separate channels.

Funding channels

  1. Consortium Channel

The channel provides funding to a member-led consortium working towards the defined strategic priority.

The channel was opened in 2021 to support a consortium working on Abortion Self-care. The grant for 2021-2023 went to the Global Care Consortium, led by Profamilia – Colombia.

The Strategic priority for 2022-2024 is: Gender-Transformative Youth-led Programming. The grant was awarded to a consortium led by ABBEF, from Burkina Faso.

The total budget is USD 2.2 million for a 2-year programme.

The channel will open again in April 2023.

2. Co-investment Channel

The channel supports win-win scenarios where larger amounts of funding are unlocked by an IPPF co-investment. The projects must comply with the Stream 2 criteria and directly benefit several IPPF member associations.

The channel is now open for applications.

  1. Regional Opportunity Grants Channel

This channel provides smaller local grants to MAs or Partners responding to a strategic barrier or opportunity. The total budgeted amount for 2022 is USD 540,000.

Each region will have at their disposal up to USD 90,000 per year. The maximum single grant size will be USD 30,000.

The Regional Opportunity Grants are available through the regional directors. This channel is already open and accessible through the regional offices.

  1. Centers & Funds Channel

This channel is oriented towards continued MA-led implementation of priority initiatives, in the form of IPPF Centers & Funds.

The channel can only be accessed by existing Center & Funds, who have been invited to submit an application, or through tendering of new Centers & Funds.

New Centers & Funds are likely to be tendered in April 2023.

5. Leave No-One Behind Channel

In recognition of the large delivery gaps that exist in some High Income Countries (HICs), Stream 2 includes a channel for IPPF Members in so-called HICs that are not eligible for funding under Stream 1.

All applications to this channel will have to be made in the Business Plan format, during the Stream 1 cycle.
