Stream 2 Update

During the 2019/20 reform consultations, the membership expressed a desire for a dynamic and strategic funding stream. The result was the Strategic Fund also known as Stream 2 of the IPPF Resource Allocation Model.

The purpose of the Strategic Fund is to support MA initiatives in the areas of the Strategic Framework that require additional investment and focus and that will help IPPF deliver its global outcomes.

Paving the way for the Stream to become operational in 2021, the Board of Trustees agreed final parameters for the fund at their November 2020 meeting. These are outlined below.

Funding channels

  1. Strategic Consortium Grant

The channel will fund a member-led consortium working towards the defined strategic priority.

The Strategic theme for 2021-22 is: Enabling and Delivering a Gender Transformative Programme on Medical Abortion Self Care.

The opportunity will be launched through a Request for Proposals (RFP) in March 2021. The RFP criteria and application forms will be posted on the MA Forum website and circulated via the newsletter.

The total available amount for 2021-22 is USD 2.6 million.

The Grant will be awarded to successful applicants for project implementation to commence from July 2021.

2. Co-investment Grant

The channel will support win-win scenarios where larger amounts of funding are unlocked by an IPPF co-investment. The projects must comply with the Stream 2 criteria and directly involve several IPPF members.

The channel will open in March 2021.

The total available amount for 2021 is USD 400,000.

  1. Regional Opportunity Grants

This channel will provide smaller local grants to MAs or CPs responding to a strategic barrier or opportunity. The total budgeted amount for 2021 is USD 540,000. The maximum single grant size will be USD 30,000.

The Regional Opportunity Grants are available through the regional directors. This channel is already open and accessible through the regional offices.

  1. Business Plan Continuity Grants

This last channel is oriented towards continued MA-led implementation of priority initiatives, in the form of IPPF Business Plan centres and funds. The total budget amount for 2021 is USD 260,000.
